چکیده
NCVER found a variety of problems and limitations with existing arrangements: few RTOs apart from the large public sector institutions could guarantee that their records would be retrievable in 30 years time. There is little protection for learners when an RTO closes suddenly. The recent collapse of a large Victorian registered RTO, affecting over 1,400 students across Australia, has demonstrated the difficulties and problems for learners and regulators trying to establish student attainment from incomplete records.
